I don't understand what you're trying to tell us, GIS is a discipline not an explicite software or any existing solution. I don't even see any usage for a geo-related solution as this is architecture or even more a facilities thing. The fact that his coordinates seem to live in world coordinates (while I'm not sure if they don't miss the 7. position - would be near by the equator otherwise ^^) doesn't mean that there is a geo-related problem. While a spatial analysis might suffer it's needs, it's like get a cannon to shoot a bird.

If you know of a software that solves exactly his problem, you are welcome to tell us, otherwise Stefans solution to extract the coordinates and indexes seems strange forward for me, and you can port this from drawing to drawing by simply changing the starting coordinates and rastersizes. The only thing I would add is a leveltest as otherwise the number of unwanted elements (wrong cells) might be to large. Excel might be worth considered for creating a formatted output and possibly include an OLE-object for display, but that has nothing to do with the process of extraction and calculation.

As you have told us, the export coordinates tool might not distinguish, but mvba can, and therefore would be a more consistent solution, as you eliminate more of the possible errors brought in by user-interaction (i.e. creating selections sets that might contain to many or less elements than needed).

There might be even a solution to draw the results (as elements) by mvba/programming, but this is something I wouldn't consider as it has so many implications (design, when to update, how to identify the old stuff to avoid multiple creation) and (imho) doesn't seem to be a good entry point for someone who doesn't have much experience with programming at all. We would even go OT, and it seems this would be worth another thread, as it doesn't depend on the retrieval of the data.
