Until you will provide us the proof your Development Shell is configured correctly, it's time wasting to discuss why ma is not created, because it's not clear if the problem is in the shell configuration or in your make file. So in the first step focus on examples delivered with MicroStation SDK and make sure you are able to compile them without error messages.
After it, further discussion will be more efficient.
