What is not clear from your posts (or is, but subjectively in a bit negative way) is your current knowledge of C and C++ development. Are you able to sit down and to create C++ application (not necessarily in VisualStudio and using Win32, can be Linux and gcc for example) or to read C and C++ code from somebody else and tell what it does? This is the knowledge you have to have before you will start with MicroStation development, regardless you will use MDL API or MicroStationAPI.

How do you evaluate yourself in general C / C++ development?
