Aldrin Almia:"scan linkage", "linkage extract", and "linkage attach" are commands in that application's command table (that Jon referenced). Those are "key-ins" you can enter in MicroStation's key-in browser (Utilities > Key-in). I also reiterate what Jan mentioned... it would probably be beneficial for you to take a look at the source code to "follow" what the application is doing.
